After the success of our 2018 Int. Conference Reframing Urban Resilience Implementation: Aligning Sustainability and Resilience, we believe it is time soon to gathering again for another international state of the art of urban resilience research, 10 years after. Let us introduce the rational behind the Reframing Urban Resilience 2028.

We’re approaching soon a deadline in 2030, when the UN New Urban Agenda, the SDGs and other frameworks promoting resilience will face the challenge of harvesting their impacts and planning the way forward, toward 2050. Urban resilience had a global political kick-start since 2005 and the concept sprawled many frameworks and agendas reaching its pick around 2015, while scholars have been generally following its mainstreamed used but critics emerged already since 2010, with serious scepticism among planners and geographers (among others) emerging since 2012. The un-clear relationship between sustainability and resilience was at the centre of the debates for a while, especially because of the uncritically concepts overlaps in frameworks and plans, without addressing multiples trade-offs among them. Because of this, we perceive in 2016 the need to organize an int. Conference clarifying how urban resilience was translated into practices. Reframing Urban Resilience Implementation: Aligning Sustainability and Resilience, main insights have been published through 24 papers hosted in a Special Issue of CITIES.

From that conference exploring urban resilience trade-offs and consistency gaps between theories and practices, we feel it is time now to discuss what more then 15 years of work in urban resilience can be harvested, where are the success stories, where the shortcomings of resilience. With 3 years from the 2030 deadlines, it is time to critically examine urban resilience, and discuss on what needs to be reframed, through a second Reframing Urban Resilience conference 2028. We’re organizing in the following months an International Symposium (Nov 26) gathering the URNet board members’ perspective on Urban Resilience shortcomings and ways forward, and a set of un-conferences to open to ground for other concepts feeding and potentially complementing resilience for a 2050 agenda.
